Milan Dalal, Esq., is Founder and Managing Partner of Tiger Hill Partners LLC, a Washington, DC-based consulting firm focused on government relations, public policy research, and public affairs. He specializes in advising clients on complex legislative, regulatory, and political issues.
Milan has a background steeped in trade, foreign policy, and financial services, honed through senior roles in government and the private sector. As Senior Economic Advisor to Senator Mark Warner (D-Virginia), Milan led the Senator’s work on the Finance Committee, including trade and tax policy. As Staff Director of the Senate’s Subcommittee on National Security, International Trade and Finance, Milan conducted oversight of CFIUS, export controls, international regulatory cooperation, and cyber and data security issues. He organized the first hearing of the Senate Banking Committee on blockchain and cryptocurrencies in November 2013. As Staff Director of Senate’s Securities, Insurance, and Investments Subcommittee, Milan helped lead oversight of the U.S. Securities and Exchange Commission, Fannie Mae, Freddie Mac, derivatives issues, and the accounting and insurance industries. He also served as Executive Director of the U.S. Senate India Caucus. Milan has organized and helped lead over a dozen Senate hearings.
Milan also worked for Congressman Gregory Meeks (D-NY) as Legislative Director. Among his activities, he advised the Congressman on Affordable Care Act and the Dodd-Frank Wall Street Reform and Consumer Protection Act, helping to draft or negotiate several provisions. Milan’s first job on Capitol Hill was with Senator Tom Harkin (D-IA).
Milan began his career as a mergers and acquisitions attorney in Boston, where he worked with entrepreneurs and companies in private equity and venture capital transactions, and on antitrust matters.
Milan is active in foreign affairs issues, and has published academic papers on international law and presented on “Strategies for the Economic Reconstruction of Iraq” at the U.S. Naval Academy. He has been a guest lecturer at Boston University School of Law, New York University and American University. Milan is a member of the Atlantic Council, is a Truman National Security Partner, and serves as a Director on the board of the Democratic Business Council of Northern Virginia.
