Discussion on “Strengthening Regulatory Frameworks among Trusted Partners in Cybersecurity”

The discussion was chaired by Shri Narendra Nath, who served as the National Cyber Security Coordinator (In-Charge) and Joint Secretary, NSCS, Prime Minister’s Office, Government of India.

It featured special remarks from Sh. Amit A. Shukla, Joint Secretary, EGIT and Cyber Diplomacy, Ministry of External Affairs, India; Noriaki Abe, Political Minister, Embassy of Japan in India; Aamod Omprakash, Cyber and Digital Policy Officer, U.S. Embassy India; and Nish Perera, First Secretary, Cyber and Critical Tech, Australian High Commission, New Delhi.

Shri Narendra Nath emphasized that cyber threats were a constantly evolving challenge, amplified by emerging technologies such as AI and quantum computing—requiring coordinated responses both domestically and at multilateral levels.

Representatives from the Quad nation embassies elaborated on their respective cybersecurity policies, explored avenues for regulatory coordination among Quad members, and addressed the growing risks at the intersection of AI and cybersecurity.

The session concluded with insightful contributions from industry participants on pathways to a safer and more resilient digital ecosystem.

Drawing on his experience as a Marine, physician, and community leader, Congressman McCormick spotlighted the Indian-American community’s remarkable impact, particularly in healthcare and technology. “When you see the most successful demographic in the most successful country in the world, look no further. It’s a community that’s very family-oriented, demands success, demands diligence, and is creative and intelligent. And when they adapt to you, you are like family.”

Highlighting the Indian diaspora’s significant role in powering growth across U.S. districts – from fintech innovation centers to leading healthcare institutions – Congressman McCormick emphasised the shared values of democracy, peace, family, and innovation that underpin this vital partnership. “70% of America’s fintech is based out of my district.”

He added, “Moreover, 1 in every 5 doctors in my district belongs to the Indian diaspora. 10% of all doctors in America are from the Indian diaspora.”

Senator Daines highlighted why India is swiftly becoming the most trusted destination for capital, talent, and innovation. Senator Daines stated, “Let’s keep an eye on where the innovation ecosystem is headed and where we have the talent and the trust… and to me, that is India.”

On energy policy, he stressed, energy will be critical to India’s long-term competitiveness, opening doors for deeper collaboration on sustainable, scalable power infrastructure. In today’s digital era, innovation hinges on reliable energy—an area where India is making bold strides.

He pointed to a strategic shift as global companies look beyond China, emphasizing India’s vast STEM education pipeline, vibrant entrepreneurial ecosystem, and strong commitment to shared democratic values. For Senator Daines, India isn’t just rising – it’s ready.

He also emphasized the growing global pivot away from China in capital investment and identified India as the next big opportunity.

The session was moderated by Lisa McGeough, President, Chief Executive Officer, and Head of Banking for HSBC, US. Scene setter by Jace Johnson, Vice President, Government Affairs & Public Policy, Adobe.

In a wide-ranging dialogue, Ambassador Kwatra reflected on the evolving dynamics of the US-India partnership in the “golden era” of bilateral trade. “The eventual goal we are working towards is to take the Indian economy to the range of $30–35 trillion by 2047, when we celebrate the centenary year of our independence,” he stated.

During the conversation, Ambassador Kwatra laid out a clear message for global investors: “Minimal risk, maximum opportunity, systemic stability, and GDP growth going forward for the next 3 decades… I don’t know if investors would be looking for any other message than this.”

Ambassador Kwatra further added, “Over the last several years – about 7 to 8 years – the total government spending on infrastructure investment alone is close to about a trillion dollars. That has combined with the systemic stability of policy and institutional reforms. This has gelled well with the economic opportunity represented in GDP growth. This then translates into very strong growth in manufacturing and services, combined with consumption growth.”

He also spoke about India’s future workforce, emphasising that each wave of global technological disruption has empowered, not displaced, the country’s skilled talent – with AI emerging as the next major frontier.

Keynote Conversation with Secretary Howard W. Lutnick, the United States Secretary of Commerce USISPF Leadership Summit 2025

In a spirited and candid exchange, Secretary Lutnick expressed his deep admiration for India. He stated: “I am a great fan of India, and even the people in the government know it’s true.”

Looking ahead, he said both nations are primed for meaningful progress on the trade front. “You should expect a deal between the United States and India in the not-too-distant future, because I think we have found a place that really works for both countries.”

He also stated that bringing advanced manufacturing back to the U.S. remains a key industrial goal, and India will be a central partner in that strategy. “There are an enormous number of product categories that we are going to be delighted for India to produce.”

Speaking on global partnerships, he said: “The President thinks America first, but he does not think America only or America exclusively… He is going to make sure to take care of India, whom he deeply, deeply admires and respects.”

On technology, Secretary Lutnick outlined the administration’s commitment to working with allies and partners in the AI revolution. He stated that India is especially well-positioned to lead in data infrastructure, cybersecurity, and emerging tech.

He also touched on the energy of India’s entrepreneurial ecosystem, the opportunity for capital market development, and the political will needed to unlock reforms in areas like agriculture and trade.

Keynote Conversation with Second Lady Usha Vance USISPF Leadership Summit 2025

USISPF was honored to welcome Second Lady Usha Vance at the #USISPFSummit2025 for an inspiring opening conversation on U.S.-India ties through the lens of personal connection and cultural diplomacy.

In a candid chat with USISPF Chairman John Chambers, Ms. Vance reflected on how her upbringing in an Indian-American household in San Diego and her family’s emphasis on education shaped her journey—from Yale to the U.S. Supreme Court, and now, her public life in Washington, D.C.

Ms. Vance spoke of her deep emotional and cultural connection to India, formed through regular family visits and lifelong ties to her Indian heritage. She described the US-India relationship as “very personal” to her, highlighting a moment of “great opportunity” in the evolving bilateral ties.

“When we were visiting India recently, I was struck by the number of people who came up to me and said how much they loved our country, how they visited family, how they visited just for pleasure, and how they were hoping for a close relationship going forward. I think these personal ties have something to do with it.” said Ms. Usha Vance while reminiscing about her visit to India along with her family.

Vance recalled their recent trip to India, and how it was special for their three children, who struck a rapport with Prime Minister Narendra Modi, putting him “in the grandfather category”.

“It is a very personal relationship because I have family members who are in India, and I have many family members who are in the US. And I did grow up visiting India and visiting those family members, and they grew up visiting me. So that’s always been a relationship that I’ve personally thought of as very important,” she said. “More broadly, this is a time of great opportunity. And if my husband were here, he’d say the same thing,” she remarked.

“Obviously, the relationship has ebbed and flowed at times. There are times when one country’s needs and one country’s goals are different from the other. But in the next four years, and in the future, the fact that there is this established Indian-American population here and so many people in India who know the country and know the people who are here doing great things, having great opportunities, these personal ties actually have something to do with it,” she added.

She continued, speaking on her upcoming priorities, “Literacy is going to be a big focus of my efforts. It’s a natural fit, given that I have small children and my own personal interests.”

We thank Second Lady Usha Vance for her time, warmth, and insights. Her personal reflections underscore the bonds between the two countries.
